Vehicles unlocking after server restart.

I have a unique issue I have not seen ever before.  I run a militarized Overpoch Taviana server and have a problem with vehicles like tanks, jets, and armed helis unlocking themselves after a server restart.  Anyone have any ideas what the problem may be and/or solution?
