Vehicles dont save on restart

Basically on my server I abort next to my vehicle before restart and when I log back on the vehicle is no where to be see. I've checked the admin map and find that it saves at the 2nd last known location. 

 

I.e. i drive to NWAF then go to NEAF (and save) log back on and it's still at NWAF

 

any ideas how i can fix this issue? I dont have any clean up scripts running on restart.
