Seeking assistance from experienced modders

Ok so I have an idea that I just thought of but I dont have the experience or know-how to even begin thinking how it would work. The idea is implementing a soundscape mod like JSRS or L_ES into a server, but without the need of players to download it. I feel as if Arma 3 is seriously lacking depth of detail in the sounds. An epoch server with something like this on it would be amazing, whether you needed this or not prior to joining the server.

If you want to mod the sounds, clients will gave to download it at some point, either in your mission file, a custom add-on or custom mod.
