This could be your problem, change that to this:

Our server has been running a 24/7 hour cycle for a long time. I've not had any complaitns about it. Nor is it overly script heavy. Some map additions though, here and there. Pretty much same with the Arma 3 Epoch server too.
Also, it's in germany as you can see below.
We don't have a lot of rules. Most of them have been added to make it easier for the admins to help players.

is it creating any msdumps? And what is the mem / cpu usage when its up? Also are you sure you have validated all the files on the server so that none are missing?

There is also a free variant of this, altough I don't remember the name of it. Google around and see if you can find it.

Does the server have all the files downloaded? Client files and basic files?

Probably wrong passwords in the different files. Check so their all match.

Go in to sound setting and mixture with the different sound settings regarding surround sound and see if it goes away

Does it have surround? If so disable drivers for that and test with 32 bit or 64 bit sound in game

It's to stop combat logging but it doesn't really work. Open epochconfig.hpp and set doppelgangerTime to 0.

The loot settings are inside the a3_epoch_server.pbo afaik. But modifying that can cause the server to not boot and also make the devs mad at you.

People with no understanding or limited understanding speculate legal stuff with people who also have limited or no understanding of legal stuff. I hope you realize that there are loopholes and that this is more or less a hobby project. Hence the greyzone when it comes to how legal things are dealt with. If it was actually cared about then it would have been enforced a long time ago.
Bohemia has said that they disapprove of it but they have not made anything of it since. And I doubt that you or they will start any legal action towards this. That is why this whole discussion will never lead anywhere.

I've been using both A3Launcher and DayzLauncher for a while now. Must say it works just as I want it to.

You are not giving the same password in the config files. Make sure they are the same and it should work. Also maybe try external IP or internal IPs with the ports forwarded if needed.

And SSD can increase performance if you primarly focus to use it for the database and the server.
Placing the server on a HDD and the mysql on another causes delay because it needs to write between disks. Using an SSD for the server and the mysql will increase perfromance.
Hence using one HDD is often favourable unless you can run a soild raid.
If available memory > database size, your server will probably be able to keep all of your data in memory, and therefore an SSD might be a waste of money. The InnoDB buffer has nothing to do with thequery_cache options.
If available memory < database size, it's possible that queries will need to retrieve data from disk. For extremely complex queries, or if many users are running queries at once, this can start to put stress onto the disk.

Is the latest version afaik, that's the one I use. My dev server (same stuff as on live, just not hived) started in 2-3 mins.
I had 10k objects in my database a few months ago. That caused the server to also load slow as fuck. Like 10 mins or so. I wiped the database and it loaded fast again.
28k... feels like 1min
The object DB with 28k and 1 min startup? That does not seem very likley
Especially when it takes atleast one minute for the server to update classes etc. Atleast for me. You'd have to have a godlike speed to make it load that fast.

I have a few scripts and 5000-6000 items in db. Around 3-4 mins restarts. Are you sure you have a recent infistar version? THere was a version that caused this revent y.

I noticed a slight increase in performance when ditching xampp's mysql and downloading mysql 5.6 and using mysql workbench to tune the settings.

I can't really say much about database size since mine is only at 5600 items at the moment.
I also run stock mysql 5.6 settings and it seems to be fine.
Edit: Ask hetzner to attach a LARA to your server, restart it and then remove hyper threading. hetzner is kind of paranoid about it sometimes so you may have to ask very politley since you're actually accessing bios. (That's also how I discovered that my server has dual boot for whatever fucked up reason.)

Just look in to how you install a mod for ArmA 3 and run it on a server then pretty much apply the same logic to when ArmA 3 Epoch is out. I figure it's not that much different.
