how to turn marker grid area into safe zone ??

I made some grid areas .. want to make them safety zones for noobs .. besides the traders.. .. how would any of you suggest going about this .. 
Or not so much safe from anything but other players :)

That is for a safe zone .. not what I want:) PVE zones.. player cant kill player , but ai , and everything else can LOL just want a couple 1000 meter PvE Zones
