edit epoc to a custom mod

Hi guys,

 

I have a server running epoch napf and would like to know where i get the licence to edit it in to a custom mod, I have a community of 80+ players and we want to edit skins and add new ones in to the server also weapons. I know this cant be done with out a license.

 

Can anybody point me in the right direction please.
