Fishing pole not spawning

So I've had an epoch server running for a few days now and have around 10 people playing on it.  Not a single person has found a fishing pole yet.  I was wondering if they spawn at all on a stock epoch server or is there something I have to do to make them spawn?

They should spawn, granted I think they are rare.

 

They are a Barn/Shed Spawn Item I am pretty sure.

I have been running epoch since before they was added and sofar have not found one however they are in the game as a friend was lucky to find one. I think there super rare.

Im pretty sure but not %100 sure they spawn in fishing boats and in the wooden boathouses maybe someone can confirm this but thats what i heard.

I found mine in one of those long barns.
