SUV (Armored) can be accessed when locked

I bought a SUV (armored) and I have a friend that does not have a green wrist that is able to access the gear box from the back of the SUV. I assume the locked gear is working as I have found other players locked vehicles and do not get the gear box option.

 

Also ALL SUV's have GPS except this one? Why?

All vehicles gear can be accessed when locked. You just need to find the spot

When the manufacturer originally designed the armored SUV with the minigun and reinforced hull they quickly realized that they were approaching their budget limit and due to time constraints and high demand they had to cut costs by leaving the GPS out of this year's model.

The Gaz limo can't have it's gear accessed when locked because you have to get into it, to access it's gear

No theres a spot near the front wing you can access the gear menu from. I love this car and on our server it's affectionally known as "The Box Limo".
