This is mine, that look right?

 

I also saved as .cmd file. Is that correct?

 

When I run it as an admin it opens for a split second and close instantly..

your -config and -cfg lines are different, if in doubt execute arma3server.exe along with your string from a command prompt to see any error codes. :)
