Instill Posted November 1, 2014 Report Share Posted November 1, 2014 I think that anyone in the group should be able to place it and it would allow everyone in the group to build. Similar to locks on doors. Not sure how it is now but to my understanding only group leaders can place it if they want the whole group to be able to build near it.
