Make sure all of your infiSTAR files (including DLLs) are updated. Whenever I've had this problem, it was due to me missing a file during the update process.
Static or Dynamic doesn't matter from ease-of-configuration perspective. In both cases you setup a script, set the parameters and away you go.
The difference is, static spawns will 24/7 eat system resources - even when they don't do anything useful for no player (i.e.: nearest player = 8000 meters away, but multiple AI units still 'patrolling' the area, unnecessarily, costing system resources).
Dynamic spawns will eat system resources only when they actually do something useful, thus I think they are better.
I would recommend browsing A3Epoch AI scripts and using one of these tested ones which should be easier to setup and support. Possibly more resource efficient too.
If you go with a good package you should be able to set it up quickly in under 30 minutes, testing included.
