Can't Reach Max Vehicle Limit...?

Hey! i've got my maxvehiclelimit set in my init.sqf for 600, yet according to my debug, only about 380 are on map currently. i've tried restarting the server about 7 times now, and the number has only gone up by maybe...4-5 each time, and seems to be getting less and less as it goes up.

 

am i doing something wrong here?

From what I understand, you don't want the server to spawn up to your limit anyways. If it is at MAX and players buy a vehicle, the server will delete it. I also believe all of the vehicle spawns are static and pre-built in but I could be wrong. If you want to place more vehicles, use your database.
