BattlEye initialization failed

Hi, I had a Dayz Epoch server running (started with 1.0.2.x and upgraded to 1.0.3.1.  I followed the process that was provided by CallingTheTechWolf for 1.0.3.1 where a lot of files that used to be in folders are now in the server root directory.  It worked, including BattlEye, RCon, and BattleWarden startup, except that I couldn't get the BEC scheduler to work at all.   So I noticed that I had four different BattlEye directories in various places and tried to figure out which one was the "real" one in case some config files were incorrect or paths were conflicting somewhere.  I deleted them one by one but eventually something got messed up and it would no longer start.  When I started the Chernarus batch file, the console window always came back with "BattlEye Initialization failed".  

 

After many attempts to get it straightened out, I just blew away the entire folder structure (but not the SQL or database instance).  I recreated it according to CallingTheTechWolf's video but did it as a straight 1.0.3.1 installation.  So the first thing I noticed is that I no longer had multiple BattEye directories.  That seemed to be a step in the right direction.   I also downloaded the latest beserver.dll and beserver.dll files into the BattlEye folder.  So after meticulously stepping through all my .bat and .cfg files, including the beserver.cfg file, I tried to start it.  Same  "BattlEye Initialization failed" message in the console.  When I tried to start RCon, it "could not connect to server".  Same thing with BattleWarden.  When I tried to start BEC from the command line, it checked for the new BEC version and verified it is current, but also failed to connect to the BattlEye server on my server.  

 

I've gone over everything multiple times, tried many suggestions from Internet searches but nothing works.  Bear in mind that it DID work so there probably aren't any firewall issues.  I seem to recall that in my original installation, I found a link on the Internet (Thanks Al Gore for inventing it!) that set a parameter in one of the .cfg, .ini, or .bat files that there was a parameter I set from 1 to 3 (or something similar).  Problem is that I don't remember the parameter, the file, or the original problem it was trying to fix other that I think it was BattlEye startup related.
