Night time: Is it standard?

Is nighttime standard in an Epoch standard? I keep asking the server admins I play with, and they repeatedly claim that they can't find the scripts to add in nighttime for a 24/7 day/night cycle. Whats the deal? I thought this came stock with Epoch and Arma?

Tell them time settings are in HiveExt.ini file.

I run my server with a day/night cycle. I set UTC to -10 and get night time from 1am - 11am EST, although it's closer to 2am by the time it's really dark, and a little after 9am the sun starts coming up.
