High ping and desync

First question:

People on my server is sometimes getting really bad ping, someone from germany has about 90 ping both of them while a guy from latvia only has 45-60 ping which isn't the best but it's better.

Could this be caused by serverside scripts?

 

NOTE 1: The console is using 1mbps sometimes...

NOTE 2: The server.pbo is 1022kb is that much?

 

Another question:

Does people with bad ping increase the ping for others too?

Stop your server, paste this in and start it up and report back (bandwidths assuming you're on a 100mb connection)

And it didn't do much I had a player from UK with 150 ping :-(

That's because you're hosting it from home.

you need at least 15-20 Mbps upload for a single 50 player server.. with 5 Mb/s you can maybe go up to 20 players check your connection :)

We changed from game servers to a dedi box, and we have a server with 50 player and a 1 Gbit/s internet connection (as we have 4 servers in total) but it's lagging so bad.

I looked for multiple threads on the internet about the basic.cfg as that's causing it but i have no idea how it works.

Can you guys maybe help me?
