Getting a server not ready (error 03)

 

server side says

downloaded the 0303 patch from the torrent link provided on epoch site, can join other servers fine! verified on arma 3 launcher and says the file is fine.  Using same file for server as i am client.

 

almost no info about error 3 online anywhere
