Not sure what is causing this .. An old dayz patch use to do this .. But the loot in the game will take around 2 to 3 mins to spawn in. The Zombies will spawn in fast, but the loot is delayed. Not sure if this was meant to be like this or not. In 1.7.6.1 they fixed this problem.
