Looking for on-demand, in-game server rules script

Hi, some time ago I thought I recall seeing a !HELP or #HELP script that a player could enter in the chat window and it would bring up an in-game screen with text. And hitting <esc> would then make it disappear (or something similar anyway.  I've done lots of keyword searches here, on other forums, and with Google but with no luck.

 

What I'm trying to do is give players the ability to bring up a multi-page window (preferably definable size, font size, font color, background color, transparency, etc.) that lets them read our server rules, hints and tips, etc. on-demand when they are in-game.

 

Does anyone know of something like this?
