Removing Base Items: Walls, Floor, Stairs, ETC

Unless if i messed something up on day one when i bought my server and added in mods, Why arent the following allowed?:

 

1) When my players are base building and decide they want to remove something like wall or stairs or whatever. they have to ask me.  Is there a way to allow them to remove their own items?

 

2) ANYONE can remove Metal Wall, Anything Sandbag (nest, etc), Tank Traps, Wire Fencing, etc no matter what.  (People who have put tank traps, and sandbags around their own base within their plot pole radius. Are vulnerable to anyone who decides to remove them)  --  Is there a way that can be prevented?

On my newest server, which is locked until i get it running the way i want it.  I have this awesome addon in:

Which saves the playersUID, instead of CharacterID, on anything they have built.

So i have a mod that attaches anything built by a player to his CharacterID, Which is converted to his UID in the database.  I know what i need is simple, it has to be.  When a player spins the mousewheel while looking at a modular base item, i just want there to be a check to see if the UID matches each other.  i dont want the check when a player targets something, cause that will probably cause a butt load of lag. only when he spins the mouse wheel.  any tips?
