vehicles spawn locations

We started a new epoch server and even after several days most all the vehicles spawn in one area and the rest of the map is without any.  This is even true for the southern air field  with choppers and planes.. The only exception to this I have found is that jetskis seem to spawn near Kroyto Cap.. as there is  a half dozen or more all together in one spot there.   How can I change this ? ! ?    

 

Thanks for the help.. we are new to owning a server and using mods for arma... and trying to figure this stuff out without much experience.

Vehicles should be spawning randomly across the entire map without any focus on a particular area. One thing you could try is wiping all vehicles via the database and restarting the server to re-spawn everything.
