Just a few suggestions.

 

Logistics

 

Fuel - Spawned randomly in limited amounts in fuel tanks and gas stations on server restart. Fuel has to be stored in a suitable container and said container can only carry a certain amount. Small containers (jerry cans) can be carried on person. Larger containers need to be filled and loaded into vehicles similar to wasteland 'load in' script. If you have a fuel truck it becomes easier.

 

Water - In the same fashion as fuel spawns randomly on the map in limited supply. Can be collection in the same way and in the same containers as fuel (jerry cans can hold water) and of course water bottles.

 

Base storage. Water tanks and Fuel tanks that can be built at base for storage of water and fuel. Fuel pumps and generators.

 

Basically fuel and water should something that is measurable in liters or gallons and that can be moved from container to container.

 

Electricity 

 

Workbench can be upgraded to a workshop with requires electricity generated by the generators allows crafting of upper tier items while still allowing lower tier items to be crafted without electricity. (maybe automatic garage doors? elevators?)
