How to make Empty Supply Crate In-game?

I have read on the Epoch wiki that I need this:
 

Required Tools:

• ItemToolbox

Recipe:

• PartWoodLumber x 4
• PartGeneric x 1
  
  
  I have all the things required. But how do I get the option to actually make the supply crate?
