I am trying to set up a small private server for me and my friends to play on

EMS missions
Everything works perfectly except at every restart any items,weapons, or packs in a safe or locked vehicle disappear. Also, any vehicles moved since last restart are moved back to their original position. Any base building is staying put as well as the safe. I have found where stuff disappears seemingly randomly but this is all items at every restart. I'm wondering if the mysql database is not updating but not sure. Any help is appreciated. Thanks
Update: In my sql log, there was an entry about database not being shutdown normally. So I wiped the database and redid the mysql database according to now I don't get that error but still same problem. anybody ever had similar issues?
