Occasionally you may see an error like this when running steamcmd.exe to update steam content:
CWorkThreadPool::~CWorkThreadPool: work complete queue not empty, 1 items discarded. CWorkThreadPool::~CWorkThreadPool: work processing queue not empty: 1 items discarded.
To Fix: Browse to your workshop directory (usually C:\steamcmd\steamapps\workshop) then delete everything from that folder.
Run your steamcmd command again..
