This is the one I use...

 

 

 

It's a bit tricky to install and you have to go through all the posts carefully and apply the fixes for the various glitches bit it works great.  If installed right it:

 

• Only allows towing by vehicles of the same size or larger 
• Only allows towing/lifting of one vehicle.  If towing another vehicle you cannot tow or lift.  So between this and the previous bullet, you won't be able to tow seven C130s with a bicycle!
• Won't tow or lift with a person inside the vehicle.  It boots the person out.
• Locks the vehicle once attached so no one can get inside
• Can only tow/lift vehicles that it can "see" so you won't be able to lift or tow a vehicle out of a  base (unless it has no roof).  This is one of the fixes in one of the posts
• Can't glitch into a base.  This is also one of the fixes in one of the posts
