AdminTool Permissions Not working

I tried to edit what the higher and lower admin are able to use on my server and no matter what i add or take away they have the same default tools depending on rank. I don't remember exactly what they are off the top of my head but lets say by default lower admin get: Map Teleport, spectate, and heal. I don't want them to be able to heal themselves so I remove it. When they spawn in they will still have it available regardless of my changes. They also have access to the admin log and spawn menus even though they aren't listed in the default string.
