If you're using R3F Tow/Lift, just edit the config.sqf in the R3F_LOG folder. This is the basics of the config with comments describing what they're for:

If all you want is towing, and only with Urals, just at "Ural_Base" between the [] in the first list (R3F_LOG_CFG_remorqueurs). Or if you want all cargo trucks (Ural, MTVR, Kamaz, V3S) to tow, you can just add "Truck". Then add the vehicles you want to be towable to the second list (R3F_LOG_CFG_objets_remorquables). If you want to all land vehicles (minus tanks/tracked vehicles) to be towable, you can just add "Car". Then you can just leave the other lists blank. So it might look like this:
