Same, it took two for me, I guess it just depends where you place it. One satchel is probably pretty close though, could probably finish it off with a couple hundred rounds or a good deal of 12.7mm. We had blown up building pieces respawn after a server restart too, not a frequency jammer though, just some floors and foundations. Hasn't happened again though.
