Dayz epoch towing only? Need urgent help

Hey guys, I am editing my mission files at the moment. Where can I find the option to disable lifting so I have towing only?

 

It should be somewhere in the map: R3F_ARTY_AND_LOG, but where? Is it even possible to disable heli lifting?

Just don't allow any helicopters or air vehicles to lift.
