Vehicle capacity alteration

I apologize if this has been addressed anywhere else but I couldn't find it. Is it possible to change the capacity counts on a vehicle? For example if we wanted to lower the magazine count on the armored SUV or increase the magazine count on another vehicle. How do you go about it if it is possible?

I'm pretty sure that indicates I did look for it but thank you, crckdns, for your suggestion. Perhaps I need to provide more background. I do recall the subject being discussed in a thread but I've been all over the web and couldn't find a specific reference to editing vehicle capacities. I wasn't sure if I had seen it here or somewhere else so I thought I would go to the source and ask. I thought I had read about it in a thread discussing a different topic where editing came up. I could be wrong  but that's what I remember. If anyone can link that thread for me I would greatly appreciate it. I have continued my search and have yet to find what I am looking for. Thank you in advance.
