.hpp file tool ?

Hey Guys, at the Moment im trying to do a Info Text for every guy who is on the server.

 

its just a scroll menu action what open ups a dialog and there are some option like server rules, etc..

 

and i wanna know is there a tool where you can create hpp files easy ?

 

I used google before and i found the sqf editor but its not working for me when i start the exe a blue window opens and after a few seconds it closes and thats it.

Have you used this editor? if so, how do I execute it or whatever to actually use it in game and where do I need to put it.
