In my HiveExt.ini, I have this

but it's still night when the server is started..

You have hour commented out. Also what is your GMT (timezone) set to?

Where is it commented out? My time zone is UTC -5:00

Where is it commented out? 

The semicolon in front of variables means it's commented out and not enabled, just remove it
