I tried to piece what you were trying to say together and it seems like when you added AI to your server you took an fps hit. Well its very well known that arma isnt the best at optimizing gameplay and adding AI is a pure cpu resource hog.

 

What cpu are you using on the server?

What cpu affinity do you have the server set to?

What priority are you running the game?
