It doesn't go away until the server restarts: // Percentage of AI that must be dead before mission completes (default = 0) DZMSRequiredKillPercent = 0; 0 makes it work fine, but as soon as someone steps into the circle, it completes. I set mine to .25 and it's working just fine: "[DZMS]: (DZMSUnitsMajor) waiting for 7/10 units or less to be alive and a player to be near objective."
