Markers and mission notification

To make it a bit harder to find missions and less like everyone's playing Wasteland like it or not, would the following be possible?

 

- Only people with radios would recieve mission text information and / or map markers.

- Torn newspaper item offers obituaries right now. EMS could add a news snippet such as "C130J crashed today, somewhere in the NE" or something along these lines...
