strange issue with server setup - no port or version

It's been a really long time since I set a server up.  A buddy of mine asked me to setup a test server for him.

 

I coming across a really strange issue.  I'm not new to setting up servers but I am really puzzled.

 

Install all server files and use generic setup.

 

When I launch arma2oaserver.exe with all the normal launch params the server console does not show the version or the port number on the title bar.  You can't connect to the server and it just says 'wait for host'.  Also, when you close arma2oaserver.exe - it doesnt really close.  I can still see the process running.

 

Now here is the strange part and it really pin points the problem...

 

If I remove or rename the config.cfg and have the server launch without it the port and version shows up fine.  Also, it closes properly.

 

Has anyone ever seen this happen? I've tried the default config.cfg and my own custom one.  It does not work.

How you starting the .exe Choppra, try double clicking without any launch parameters, I'm thinking you've not installed the Directx update :unsure: see if it throws an error about a missing .dll when running the .exe, if so the Directx is the fix.
