Side Chat choppy

I am just curious, why my side chat is choppy but direct/vehicle/group chat is working fine for voice. I have adjusted my bandwith and looked over all my settings, but sadly i can't seem to get it working properly with the new steam version. Do I need to do a fresh install and try it that way? Or is there some setting I don't have properly done. My Basic.cfg looks like this:

everything else is running great, lag isn't really an issue as I am adjusting it on the fly, my config.cfg has these settings:

 

vonCodecQuality = 30;

disableVoN = 0;

 

and my starup is this:

Anyone have any idea why its not working properly? My dedi stats:

 

Intel Core e3 1230v2

32 gb ram

1gbit connection

ssd

 

any help would be awesome <3
