Is This the dlc that allows shooting out of vehicles or is that another update altogether?

I made the adjustment and repacked the dayz_code.pbo and uploaded it...
I'm guessing that doesn't work... going to pull the file and put it in a custom folder and call it in my custom compiles.

I made the adjustments noted in the fix, but it did not fix it for me...

I was also having the same issue, but figured out my problem.
Change the 'false' in your EVD_common.sqf to 'true'. So it will look like this:
// Do you want vehicles to be sold at traders?
EVDSellVehicles = true;Infistar deletes vehicles that do not have an ID... When you switch to true, the deployed vehicles now have an ID.
