Why do wooden stairs face the way they do when planning their placement?

Why it is, that when planning out where you're going to put wooden stairs, that they face right-to-left (bottom of the stairs are horizontally on your right instead of the base of the stairs being directly in front of you).

 

This makes placing stairs a lot more hassle than it needs to be, and then, when they get rotated, they flip straight back after a slight height adjustment.

 

I'll post a screenshot shortly to clear up any confusion.
