Ever since the new steam integration vilayer has been a nightmare. Very little support and re-sending the same message. I've done a fresh vanilla epoch install to my server and yet it still kicks me or anyone who tries to join. It seems like the primary issue in the rpt is player without identity. I've reinstalled arma 2 client side with all components twice. I've even tried shutting down battleye. I figured it might be a database issue. I've tried dumping player data but didn't fix anything
