Some Items do not spawn

OK, I have found another issue.
I have created my dedicated server from scratch. it has BEC running correctly with the scheduler working.
I have the server setup as a Overpoch server with coins and banking as well as config based trader.

The problem I am having is when I go to the traders and attempt to buy a LAV for example I go thru the motions and the coins are removed,
the red arrow shows up but then the item does not appear, it also does not appear after a restart, I have tried spawning one thru
my admin tools as well and it does all the normal things but the lav does not appear.
I have tried this both with and without the antihack loaded, (I have infistar) so it is not the antihack causeing this issue.
I am currently using my server aqnd mission files from my tesdt server which I can buy and spawn the LAV on. the only difference between my test server and
my dedi box is the dedi has been setup from scratch as far as the root server files are concerned.

Anyone have any thoughts on this?

My dynamic vehicles.sqf is fine, it has nothing to do with the vehicles that are part of the map spawn, this is when we try to buy a vehicle. some vehicles can be purchased just fine others like the lav can not be. the vendor takes your money and the red arrow comes up then it goes away and no vehicle. you have the key and you have lost the money that was used to purchase it.

I also can not spawn this vehicle thru my admin tools.

this all was working, and is currently working just fine on my test server which the mission and server.pbo came from.

I have also disabled my antihack with the same results.
